空格处到底填if、whether还是that？

I would use either "that" or leave the blank blank, i.e.,

Do you think that people eat jiaozi during the spring festival?
or,
Do you think people eat jiaozi during the spring festival?

Both of the above sentences are correct English.

But not so much if one uses "if" or "whether". ...

Indeed. The Merriam-Webster online dictionary points out that this usage is idiomatic; and in this instance, not only is "that" the correct word to use, but it is also optional.

已有网友Chuan Xiao在Kudoz上解答，与小儿从老师处问来的答案大体一致，现复制如下：

语法规则上whether， if， 和 that 都可以带出宾语从句， 但意思上只有 that 才通顺。
这是因为 think 在这里作“认为”讲，从句应该是陈述一种情况。吃饺子就是一种情况。
whether和if带出的从句表达一个“是否”问题或者其答案，有不确定性和疑问，所以主句的动词必须针对问题，如 ask，find out，discuss。
有些动词可以兼顾情况和问题， 如 know。

if/whether引导的是一般疑问句转化过来的宾语从句，例如I doubt if/whether people eat jiaozi during/at Spring Festival.(来自Do people eat jiaozi during/at Spring Festival?）
如果宾语从句是陈述句People eat jiaozi during/at Spring Festival. 宾语从句一般是I think that people eat jiaozi during/at Spring Festival. 变成疑问句：Do you think that people eat jiaozi during/at Spring Festival?
