как перевести "населенный пункт" так, чтобы не смешивать его с "поселением" и с учётом указанных ниже определений:

Населенный пункт - это первичная единица расселения людей в пределах одного застроенного земельного участка: город, поселок городского типа, село. Обязательным признаком населенного пункта является постоянство его использования как места обитания из года в год (хотя бы сезонно). Обычно населенный пункт имеет географическое наименование.

Населенный пункт - поселение, имеющее сосредоточенную застройку в пределах установленной черты, отнесенное в соответствии с настоящим Законом к населенным пунктам соответствующего вида и категории.

There are no official definitions of city, town, village, hamlet, neighborhood, etc. All named entities with human habitation are classified as Populated Place, including incorporated places (20 percent of the Nation's communities), unincorporated places (the majority), housing developments not yet incorporated, and neighborhoods within incorporated places.
