A diplomat explains what his job was while working at an Embassy. It appears in the sentence "J’étais alors Premier conseiller et adjoint au chef de mission en titre."
I think "I was then First Counselor and Deputy Head of Mission" might fit but cannot find a translation for "in title".

"en titre" means "incumbent" (see http://www.granddictionnaire.com/Resultat.aspx ), but I would leave it out because it dues not add anything. Your guy is a deputy to the regular officeholder (the head of mission). "Deputy head of mission" makes this quite clear.
