This is a chapter heading in a manual for a logistics company. It is really a set of guidelines for partners working within the network, each of which manages a station.

Ablauf is used a lot here to talk about processing in a very general commercial setting.

Any ideas what could be intended here?

agree Kcda : Yes, both are definetly possible but I also think "process independent" could also be a choice. The context does not reveal somethings that well i.e. station = network terminals etc. Process or procedure precisely would fit IMO.
