anti-flaking
If this is a dry hair or dandruff shampoo then, anti-flaking is the usual advertising back-pack solution. You talk about flakes of dryness or flakes of dandruff. P.S. exfoliating means that the products removes dead cells while an anti-flaking product doesn't necessarily do this.
