I am new at translating and am wondering about the term on a Mexican marriage certificate. "Dictada por el juez segundo de lo fam." Thank you for your help!

Explanation:
Normally, the "juez" mentioned on a marriage certificate is not a judge at all, as it's the "juez del registro civil", who is in fact a registrar, but here that's clearly not the case.
Presumably the text is referring to a divorce decree issued by a family court, or a name change.
In English, it's more normal to state the title of the court rather than the title of the judge, so you can leave out "Judge of".
