1. Introduction
The REACH regulation relates to the registration, evaluation, authorisation and chemical safety assessment of substances, including metals. Most metals are placed on the market as metallic alloys that are regarded as preparations in EU legislation. Metallic alloys usually have properties, behaviour, and characteristics that are different from those of their constituents. It is therefore essential that this be recognised in the relevant registration dossier.
This guidance document relates to pre-registration and registration of metals, metalloids and non-metallic substances present in alloys and should be used in together with the RIP 3.4 guidance document on pre-registration and data sharing. As there is no need to pre-register or register substances in articles unless they are intended to be released under normal or reasonably foreseeable conditions of use, alloys in the form of articles are not addressed in this guidance and the reader is referred to Article 7 of REACH and RIP 3.8 (Substances in Articles) for further information on this subject. The Chemical Safety Assessment (CSA) will be covered in other guidance documents.
It is important to remember that REACH is a regulation and that its provisions (in the form of Articles) represent legal requirements, and its recitals provide an indication of the intentions behind the various Articles within the regulation with a view to helping the reader understand and implement them. In addition, REACH is supported by technical guidance documents (TGDs) [currently provided by the REACH Implementation Projects (RIPs)]. TGDs have no legal standing and, provided that there are sound and justifiable reasons, it is possible to deviate from them.

1. Úvod
Nariadenie REACH sa týka registrácie, hodnotenia, autorizácie a stanovenia chemickej bezpečnosti chemických látok, vrátane kovov. Väčšina kovov sa nachádza na trhu v podobe kovových zliatin, ktoré európska legislatíva považuje za prípravky (chemické preparáty). Kovové zliatiny majú svoje charakteristické vlastnosti, správanie, ktoré sú odlišné od ich stavebných prvkov. Preto je podstatné a dôležité, aby boli v príslušnej dokumentácii podľa toho aj rozlíšené.
Toto usmernenie sa vzťahuje na pred-registráciu kovov, metalloidov a nekovových látok, ktoré sú prítomné v zliatinách a malo by byť použité spoločne s príručkou RIP 3.4 na pred-registráciu a zdieľanie údajov. Pretože nie je potrebné pred-registrovať alebo registrovať chemické látky vo výrobkoch, ak nie sú z nich zámerne uvoľňované za normálnych a predpokladaných podmienok, tak v tejto príručke nie sú zahrnuté zliatiny vo forme výrobkov a čitateľ , ak bude chcieť ďalšie informácie ohľadne tejto záležitosti, bude odkázaný na článok 7 nariadenia REACH a RIP 3.8. (chemické látky vo výrobkoch/predmetoch spotreby). „Stanovenie chemickej bezpečnosti“ (CSA) bude zahrnuté v iných sprievodných dokumentoch.
Je dôležité mať na pamäti, že REACH je nariadenie, jeho predpisy (vo forme článkov) sú právnymi požiadavkami a výklad ich zámeru v podobe citácií za jednotlivými článkami pomáha čitateľovi pochopiť ich a realizovať. Nariadenie REACH má ešte podporné sprievodné dokumenty (TGDs), ktoré sú priebežne k dispozícii v implementačných projektoch (RIPs). TGDs nie sú právne záväzné a v prípade oprávnených dôvodov je možné sa od nich odchýliť.

Source text - Slovak Hodnotenie seizmického ohrozenia
Seizmické ohrozenie je pravdepodobnosť výskytu seizmického pohybu (zemetrasenia) danej úrovne počas daného časového intervalu na zvolenej záujmovej lokalite. Seizmické riziko je pravdepodobnosť vzniku škody v dôsledku seizmického ohrozenia (Moczo & Labák, 2000). Seizmicita vyjadruje pravdepodobnosť vzniku zemetrasenia s daným magnitúdom v časovom intervale v určitej ohniskovej zóne. Seizmické ohrozenie a seizmické riziko sa vzťahujú k zvolenej záujmovej lokalite, seizmicita je charakteristikou ohniskovej zóny. Často je používaný aj pojem seizmická aktivita. Vyjadruje časové a priestorové rozloženie zemetrasení na danom území.
Účinky zemetrasení na ľudí, objekty, stavby a prírodu na danej lokalite sa nazývajú makroseizmické účinky. Prejavujú sa, ak je lokálne magnitúdo zemetrasenia ML > 2,5 (lokálne magnitúdo veľmi zjednodušene vyjadruje dekadický logaritmus pomeru amplitúdy a periódy seizmickej vlny).
Makroseizmické účinky sú kvantifikované pomocou tzv. makroseizmickej intenzity (I). Makroseizmická intenzita je určovaná v stupňoch makroseizmickej stupnice. Intenzitný stupeň je charakterizovaný súborom príznakov vyvolaných seizmickou udalosťou. V súčasnosti sú vo svete používané najmä 12-stupňové stupnice - Mercalli-Cancani-Siebergova (MCS), Modifikovaná Mercalliho (MM), Medvedevova-Sponheuerova-Kárníkova (MSK) a Európska makroseizmická stupnica (EMS-98) ako aj 7 stupňová Japonská intenzitná stupnica (JMA). Stupnica MCS je používaná napr. v Taliansku, MM stupnica v USA a v Grécku, MSK a EMS-98 najmä v európskych štátoch vrátane Slovenska. Jednotlivé 12-stupňové stupnice sa od seba líšia najmä podrobnosťou klasifikácie zraniteľnosti a poškodenia budov, v popise účinkov na ľudí a predmety a v samotnej štruktúre stupníc. Najnovšia stupnica, EMS-98, bola navrhnutá tak, aby znížila mieru subjektivity v určovaní stupňa intenzity.
Zrejme najdôležitejším praktickým dôsledkom určenia seizmického ohrozenia pre záujmovú lokalitu alebo územie je, že projektanti a stavební inžinieri majú k dispozícii hodnoty charakteristík seizmického ohrozenia, ktoré predstavujú vstup pre výpočet očakávaného seizmického zaťaženia stavebných konštrukcií. Pre bežné stavby na území Slovenska sa seizmické zaťaženie stavebných konštrukcií určuje podľa normy STN 730036. V Európe je to norma EUROCODE 8. Pre účely STN o seizmických zaťaženiach bežných stavebných konštrukcií na území celého štátu je seizmické ohrozenie charakterizované hodnotami špičkového zrýchlenia (obr. 1). Pre niektoré výpočty seizmického rizika alebo pre niektoré zemetrasné scenáre je seizmické ohrozenie charakterizované hodnotami makroseizmickej intenzity (obr. 2). Voľba obdobia v definícii seizmického ohrozenia závisí najmä od charakteru a životnosti stavebných štruktúr. Pre 90% pravdepodobnosť nepresiahnutia zvolenej úrovne seizmického pohybu je pre bežné stavby záujmovým obdobím 50 rokov a pre lokality jadrových elektrární 1000 rokov.
Translation - English Seismic hazard assesment
Seismic hazard is deemed as probability of the seismic movement occurrence (earthquake) of the specific level in course of the certain interval on the selected area of interest. Seismic risk presents the probability of the damage arising as a result of the seismic thread (Moczo & Labák, 2000). Seismicity indicates the probability of the earthquake occurrence of the certain magnitude in a certain interval and in a certain focal zone. Seismic threat and risk are related to the selected area of interest, seismicity is the characteristic sign of the focal zone. Frequently used expression is " seismic activity". It expresses the time and space distribution on the certain area.
The earthquake influence and impact on people, objects, buildings and the nature in the selected area are called as macro-seismic effects. They become evident when the local magnitude of the earthquake is ML >2,5 (local magnitude very simply presets as a decadic logarithm of the amplitude and period of the seismic wave ratio.
Macro-seismic effects are quantified by the so called macro-seismic intensity (I). Macro-seismic intensity is defined in grades of the macro-seismic scale. The intensity grade is defined by the seismic event initiated signs. At the present time all over the world there are particularly used 12-grade scale - Mercalli-Cancani-Sieberg (MCS), Modified Mercalli (MM), Medvedev-Sponheuer-Kárník (MSK) a European macroseismic scale (EMS-98) as well as 7 grade Japan intensity scale (JMA). The scale MCS is getting used for instance in Italy, MM scale in USA and in Greece, MSK and EMS-98 particularly in European states including Slovakia. The respective scales differ in particular in details of vulnerability and damages of buildings classification, in description impacts on people and subjects and the structure of scales in its own. The latest scale , EMS-98, was designed in order to lower the rate of subjectivity at determination the grade of intensity.
Probably the most important practical result of defining seismic hazard for the place of interest is that the designers and constructions engineers dispose with seismic hazards values that present the entries for the calculation of estimated seismic charging in buildings constructions. For usual buildings on the territory of Slovakia the seismic charging is determined according to the standard STN 730036. In Europe there is the standard EUROCODE 8. For the purpose of standards STN concerning seismic charging common building constructions on the territory of the whole state the seismic hazard is featured by the values of the Peak Ground Acceleration PGA (fig.1). For some assessment of the seismic hazard or for some earthquake scenario the seismic hazard is defined by the values of the macro-seismic intensity (fig. 2). Time period option in the hazard seismic definition depends on the status and durability of the construction structures. For 90% probability to not exceed the selected level of the seismic movement , the time period of interest is 50 years (common buildings) and 1,000 years ( nuclear power stations).
