C'est pour moi un privilége et un grand honneur de m'adresser à cette auguste assemblée, au nom de la Côte d' Ivoire et au nom du Président Laurent Gbagbo.
Monsieur le Président,
Le rapport soumis à notre réflexion a le grand mérite d'exposer avec clarté et courage les défis des Objectifs du Millénaire pour le Développement, ainsi que les mesures à
prendre pour les aborder (et peut-être les relever) à cinq années de l'échéance fixée.
Qu'il me soit permis d'adresser au nom de notre délégation, mes sincères félicitations à Monsieur le Secrétaire général Ban Ki-Moon pour le travail accompli et surtout pour l'initiative de cette rencontre de haut niveau.
A l'heure du bilan dix (10) ans après, il faut admettre que le parcours est encore long pour la majorité des pays africains, et les chances de réaliser tous les OMD à l'échéance de 2015 sont faibles.
Monsieur le Président,
Malgré le contexte national marqué par une crise sans précédent dans sa jeune histoire, la Côte d'Ivoire s'est résolument inscrite dans la réalisation des Objectifs du Millénaire pour le Développement.
Certes, les résultats des actions du Gouvernement ne sont pas à la mesure des efforts consentis, cependant grâce aux différents programmes initiés, des performances
encourageantes sont enregistrées.
Dans le domaine de l'éducation, les politiques gouvernementales de valorisation des
ressources humaines d'une part, et d'autre part, la promotion de l'éducation de base ont
permis de soutenir un taux net de scolarisation de 56% sur la période de 2002 à 2008.

It is a privilege and a great honor for me to address this august assembly, on behalf of my country, Côte d'Ivoire, and on behalf of President Laurent Gbagbo.
Mr. President,
The report submitted to our reflection has the great merit of exposing with clarity and courage the challenges of the millennium Development Goals, as well as the measures to address them, and possibly take them up, five years from the deadline.
Let me offer, on behalf of our delegation, my sincere congratulations to Secretary General, Mr. Ban Ki-Moon, for the work accomplished and, above all, for initiating this high-level meeting.
As we assess the past ten (10) years, we must admit that for the majority of African countries, we still have a long way to go, and the chances of achieving all the MDGs by the 2015 deadline are minimal.
Mr. President,
Despite the national context marked by an unprecedented crisis in its young history, Côte d'Ivoire is firmly committed to the achievement of the Millennium Development Goals.
Certainly, the results of the Government's actions are not commensurate with the efforts. However, thanks to the various programs initiated, encouraging performances have been recorded.
In the field of education, the Government policies of placing more value on human resources on the one hand, and the promotion of basic education on the other, made possible a sustained significant schooling rate of 56% from 2002 to 2008.

Dear Reader:
I am pleased to celebrate and reflect upon the last decade of progress identifying and fighting the phenomenon of modern slavery. Ten years ago, the United Nations negotiated the international standards against trafficking in persons and the United States enacted the Trafficking Victims Protection Act. Since then, the international community has witnessed tangible progress in the effort to end the scourge of trafficking in persons. More victims have been protected, more cases have been successfully prosecuted, and more instances of this human rights abuse have been prevented.
Countries that once denied the existence of human trafficking now work to identify victims and help them overcome the trauma of modern slavery, as well as hold responsible those who enslave others.
Although progress has undoubtedly been made against this global phenomenon, there is more work to do. This annual assessment is an opportunity to diagnose the world’s efforts to implement the “3P” paradigm of prevention, protection, and prosecution. Based on lessons learned, we must work together with civil society, the corporate sector, and across governments through the “fourth P” – partnership – toward a world in which every man, woman, and child is safe from the hands of traffickers and can realize their God-given potential.
The 10th annual Trafficking in Persons Report outlines the continuing challenges across the globe, including in the United States. The Report, for the first time, includes a ranking of the United States based on the same standards to which we hold other countries. The United States takes its first-ever ranking not as a reprieve but as a responsibility to strengthen global efforts against modern slavery, including those within America. This human rights abuse is universal, and no one should claim immunity from its reach or from the responsibility to confront it.
This year’s report highlights several key trends, including the suffering of women and children in involuntary domestic servitude, the challenges and successes in identifying and protecting victims, and the need to include anti-trafficking policies in our response to natural disasters, as was evident in the aftermath of this year’s earthquake in Haiti.
Ending this global scourge is an important policy priority for the United States. This fluid phenomenon continues to affect cultures, communities, and countries spanning the globe. Through partnerships, we can confront it head-on and lift its victims from slavery to freedom.

Je me réjouis de célébrer tout en réfléchissant sur la décennie écoulée de progrès en matière d’identification et de lutte contre le phénomène de l’esclavage moderne. Il y a dix ans, les Nations unies négociaient les normes internationales contre la traite des personnes et les Etats-Unis promulguaient la loi sur la Protection des Victimes de la Traite. Depuis lors, la communauté internationale assiste à des progrès tangibles dans l’effort pour mettre fin au fléau de la traite des personnes. Il y a eu davantage de victimes protégées, de cas poursuivis en justice avec succès, et de prévention de cet abus des droits de l’homme. Des pays qui par le passé niaient l’existence de la traite des personnes œuvrent maintenant à identifier les victimes et à les aider à surmonter le traumatisme de l’esclavage moderne, tout en tenant responsables les auteurs d’esclavage.
S’il ne fait aucun doute que des progrès ont été accomplis contre ce phénomène mondial, la tâche est loin d’être terminée. Cette évaluation annuelle est une occasion pour diagnostiquer les efforts de par le monde pour l’application du paradigme des trois « P », à savoir la prévention, la protection, et la poursuite en justice. Sur la base des leçons apprises, nous devons travailler de concert avec la société civile, le secteur corporatif, et uniformément entre gouvernements par le canal du quatrième « P » (partenariat) pour l’avènement d’un monde ou chaque homme, femme, et enfant est hors de portée des trafiquants et prêt à accomplir son potentiel divin.
Le dixième Rapport Annuel sur la Traite des Personnes présente les grandes lignes des défis qui continuent de par le monde, y compris aux Etats-Unis. Pour la première fois, le rapport comprend un classement des Etats-Unis sur la base des normes en vigueur pour les autres pays. Les Etats-Unis considèrent leur tout premier classement non pas comme un sursis, mais plutôt comme une responsabilité pour le renforcement des efforts mondiaux contre l’esclavage moderne, y compris ceux consentis aux Etats-Unis. Cet abus des droits de l’homme est universel et nul ne devrait prétendre en être hors de portée, encore moins à l’immunité quant à sa responsabilité de le confronter.
Le rapport de cette année met en exergue plusieurs tendances clés, y compris la souffrance des femmes et des enfants victimes de servitude domestique involontaire, les défis et succès dans l’identification et la protection des victimes, et le besoin d’inclure des politiques anti-trafic dans nos réponses aux catastrophes naturelles, comme ce fut le cas suite au tremblement de terre en Haïti cette année.
Mettre fin à ce fléau mondial est d’une importance politique prioritaire pour les Etats-Unis. Ce phénomène élusif continue d’affecter des cultures, des communautés, et des pays à travers le monde entier. Par le canal des partenariats, nous pouvons l’affronter de façon directe et extraire ses victimes de l’esclavage pour leur redonner la liberté.

Born and educated primarily in the Ivory Coast, I immigrated to New York in 1996. Since then, I have taught English and English as a Second Language in various venues, including at the secondary and college levels. I hold a bachelor's and master's degree in English from the Universite Nationale de Cote d'Ivoire, as well as a bachelor's in liberal arts and sciences and a master's degree in English Education.
