A. PROJECT DESCRIPTION
The National Directorate of Water Supply and Sanitation (DINEPA) of the Ministry of Public Works, Transportation and Communications (MTPTC) invites sealed bids from eligible bidders meeting the qualifications to provide construction well field improvements for Les Cayes. The period of delivery for construction is 12 months. The qualification requirements include conditions of technical, financial, legal and others are presented in the tender document.
The work is: Les Cayes Well Field and Water System Controls Design/Build. The tender consists of the testing and commissioning of four wells and the design and construction of the well field piping, chlorination system, emergency power generation and SCADA (supervisory control and data acquisition) controls.
This work was originally part of IDB358‐797/11, HAÏTI - PROGRAMME D’EAU POTABLE ET DE L’ASSAINISSEMENT DES VILLES, SECONDAIRES II; RÉHABILITATION ET EXTENSION DU SYSTÈME D’ALIMENTATION EN EAU POTABLE; Don 2190/GR-HA (BID) GRT/WS-11814-HA (Gouvernement Espagnol) AAO, Avis d’Appel d’Offres AOPI No. 03‐12/10. The original program included the well field design and construction, the construction of a 1,500m3 water tower and the rehabilitation of the existing 300 m3 water tower.
The original design/build specifications for the well field portion of work were provided in pages 87 through 90 of the MTPTC/DINEPA Prêt 1010/SF-HA AOI No. 21-09/09 and are attached for reference. Concept plans of the well field design were originally provided as sheets 10, 11 and 12 of Complement d’Etude et Maitrise d’Oeuvre pour la Realisation des Travaux de Rehabilitation et d’ Extension du Systeme d’Alimentation en eu Potable de la Ville des Cayes. The concept plans are also attached to this solicitation.
Les Cayes Well Field and Controls Design/Build is advertised herein as a separate solicitation. All work shall be within the well property with the exception of the water tower sensors that signal to and control the pumping of the wells and are part of this scope of work. The construction of the well houses and the operational building have been initiated under a separate contract and are excluded from this solicitation. Relevant technical parts of the original solicitation are included by reference in this solicitation.
The scope of work includes:
1. Well Testing and Well Field Design:
a. Aquifer testing of 4 wells to determine sustainable pumping rates and pumping levels.
b. Aquifer modeling to analyze well interference and well head protection zones.
c. Design of well pumps, well heads and well controls.
d. Design of SCADA (supervisory control and data acquisition) controls and cellular and satellite communication systems.
e. Satellite and cellular communication systems design and construction.
f. Design of retrofit of chlorination system.
g. Design and construction of tower instrumentation and tower communication systems.
h. Design of emergency power generation system with automatic transfer switch.
i. Production of shop drawings and material specification sheets for designs.
2. Construction
a. Abandonment of existing wells F1, F3 and F4 .
b. Emplacement of pumps and wells head piping and controls for Wells F2-COFOR, F3-COFOR and F4-COFOR.
c. Rehabilitation of existing well F2 and emplacement of pump and well head piping and controls.
d. Construction of SCADA and communication system.
e. Emergency power generation construction and commissioning.
f. Power distribution construction to the wells and control systems.
g. Chlorination system rehabilitation and retrofit.
h. Construction of well field piping and valves from the wells to the connections in the adjacent road.
i. Modification of existing valve vault and construction of a second valve vault.
3. Engineering and Commissioning
a. Obtaining approval for all design from DINEPA and its Engineer.
b. Engineering management of well field construction.
c. Development of Standard Operating Procedures (SOPs).
d. Training.
e. System startup.
Exclusions to the solicitation include:
1. Demolition of existing buildings.
2. Well house and operation building design and construction.
3. Pipelines outside of the well field property.

Les Cayes Well Field and Contrôls Design/Build est cité içi comme une soumission séparée. Tout travail sera á l’intérieure de la domaine du puits avec l’exception des détecteurs du château d'eau qui font signe au pompage des puits et le contrôlent, et sont une partie de l’envergure de ce travail. La construction des bâtiments de forages et du bâtiment d’exploitation a été amorcée sous un contrat séparé et sont exclus de cette soumission.
