JUSTIFICACIÓN
Para atender los requerimientos de los servicios fijo y móvil aeronáutico de comunicaciones en la sala de control radar y la torre del aeropuerto de San Andres, se hace necesario disponer de un sistema VCSS (Voice Communication Control System) que integre las consolas digitales de comunicaciones de voz (tierra / aire / tierra), que faciliten la prestación de los servicios de comunicaciones entre la torre de control y la sala radar, con el fin de facilitar y garantizar el control de transito aéreo del sector.
Con la instalación, integración y puesta en servicio del sistema de comunicaciones mencionado en la presente contratación, se pretende reemplazar el sistema actual, el cual tiene más de 14 años de uso, se encuentra obsoleto y en la actualidad no se consiguen repuestos.
Servicios que presta:
Integración de los servicios de comunicaciones de voz aire-tierra-aire del servicio móvil y fijo aeronáutico, utilizado para el control de tránsito aéreo en las torres de control y salas de control radar de los diferentes aeropuertos del país.
Beneficios:
Se puede realizar desde una posición de la torre de control o de la sala de radar la prestación del servicio ATS a las aeronaves desde el despegue hasta el aterrizaje, mejorando la prestación del servicio ATS, lo cual contribuye a mejorar la seguridad de los vuelos dentro del espacio aéreo determinado.
OBSERVACIONES GENERALES
El proponente deberá relacionar las características mecánicas de los equipos a suministrar, tales como dimensión, peso y forma de instalación.
El proponente deberá considerar todos los elementos y accesorios requeridos para la prestación de los servicios de tránsito aéreo en una posición de trabajo de controlador de tráfico aéreo.
El proponente deberá tener en cuenta las condiciones ambientales en que los equipos operarán y tomar las medidas especiales contra la humedad.
CONDICIONES GENERALES (RI)
GENERALIDADES
Para efectos de la ponderación del factor de calidad, el proponente deberá contestar punto a punto, en detalle y sustentando su respuesta, las instrucciones contenidas en el capítulo VI del presente instructivo. En varios de los numerales de este pliego de condiciones se indica que es Requisito Indispensable (RI), el cual debe cumplirse obligatoriamente, de lo contrario la oferta será descalificada.
La respuesta "CUMPLIMOS", sin mayor detalle o sustentación se entenderá como "no específica", y será descalificada (RI).
Para efectos de la evaluación técnica, el oferente debe presentar información del fabricante, catálogos de cada uno de los equipos ofrecidos, los cuales serán utilizados por la AEROCIVIL para comprobar las características técnicas. Estos catálogos no serán devueltos a los proponentes.
En todo caso, las respuestas serán verificadas con la información suministrada por el fabricante, anexa a la propuesta, si se encontrasen discrepancias sin que se haga la claridad necesaria, primará la información del fabricante.
Los elementos a suministrar deben ser nuevos, originales de fábrica y acordes con las especificaciones y tolerancias dadas por los fabricantes.
Los bienes deben ser entregados empacados por separado con sus respectivas referencias para facilitar su identificación, indicando el nombre del fabricante.
La propuesta debe presentar la más completa y detallada información del equipo tales como esquemas, folletos, fotografías, videos y toda aquella información que facilite un adecuado análisis técnico y comparativo de los diferentes equipos ofrecidos, la cual debe estar en idioma español o inglés.
La información sobre cada uno de los componentes del equipo, debe ser detallada e incluir una descripción completa de funcionamiento del mismo.
CONFIABILIDAD Y VIDA ÚTIL DE LAS CONSOLAS DE COMUNICACIONES (RI).
La expectativa de tiempo de servicio o vida útil de los sistemas de consolas de comunicaciones es de diez (10) años, contados a partir del momento de recibo a satisfacción. Se espera que la degradación y desajuste sea fácilmente compensado con los procedimientos de mantenimiento correctivo recomendados por el fabricante.
Los sistemas de consolas deberán ser fabricados con componentes de estado sólido, no se aceptan partes móviles ni ajustes mecánicos, excepto los ventiladores para refrigeración de los disipadores de potencia.
SUMINISTRO E INSTALACIÓN (RI)
El diseño de cada consola de comunicaciones debe considerar todas las condiciones de ingeniería para cumplir con los objetivos específicos del presente proceso.
En general, el diseño de ingeniería debe considerar el máximo uso de los elementos y principios de operación para el control de transito aéreo. En caso de requerirse cambios, los mismos deben
ser señalados y plenamente justificados por el proponente.
Los elementos que incluyen la instalación deben estar determinados por los requerimientos de ingeniería, toda vez que son elementos participantes en la consecución de la integración de las comunicaciones deseadas.
Todos los bienes ofrecidos deben ser entregados debidamente instalados y en operación. En el caso que algún elemento no haya sido contemplado en el presente pliego, por omisión de la UAEAC y sea necesario para la correcta operación de los equipos, es responsabilidad del proponente incluirlo en su oferta.
El Contratista debe incluir el conjunto completo de los elementos y accesorios requeridos para satisfacer los objetivos específicos del presente pliego. No se aceptará reclamación posterior a la adjudicación, en cuanto a que es necesario un elemento, accesorio, módulo o equipo adicional para que el sistema propuesto funcione de acuerdo a lo requerido por la UAEAC.
Las instalaciones de cada una de las consolas deben poseer el mayor grado de estética y eficiencia, adaptándose a las características predominantes en la estación y observando las indicaciones de: conexión de AC, DC, tierra y audio; definición de protecciones de líneas de audio y atmosféricas; para el tendido, entrada y salida de cables, todas con previa aprobación de la UAEAC.
El acceso al sistema, tarjetas, cableados y terminales de interconexión al interior de las consolas o módulos de conmutación, deben ser mediante un diseño de cableado estructurado con sus respectivos paneles de interconexión, siguiendo un procedimiento detallado y con plena identificación de los puntos de conexión.
El Contratista en cada uno de los sitios de instalación (torre de control y sala radar del aeropuerto), deberá suministrar gabinetes metálicos estándar de 19” para la instalación del sistema de conmutación e interfaces requeridas para las respectivas posiciones de comunicaciones del controlador.
El monitor de cada posición de la consola deberá ser instalado, fijado, empotrado e integrado por parte del Contratista con todos sus accesorios requeridos para la correcta operación en el control de tránsito aéreo (incluyendo espacios adecuados para colocar las fajas de progreso de vuelo y espacio para tomar notas de los controladores) en un mueble ergonómico adecuado para tal fin, este deberá ser suministrado por el Contratista.
Una vez culminada la instalación el Contratista debe suministrar información técnica con sus respectivos planos “as-build” sobre el proyecto a los funcionarios de la UAEAC que poseen responsabilidad directa sobre el mantenimiento y correcto funcionamiento del sistema contratado.
Las posiciones de comunicaciones para torre de control, deberán ser entregadas instaladas, en correcto funcionamiento, integrados y operativos los servicios de VHF, HF, ATS y extensiones de los servicios de tránsito aéreo de la torre de control y de la sala radar.
ESPECICIFICACIONES TÉCNICAS DEL VCSS (RI)
Las consolas de ATC que conforman el sistema VCSS obedecerán a un diseño ergonómico que cumpla con las recomendaciones de los servicios de tránsito aéreo para brindar máxima
comodidad y utilidad a los operadores.
Las consolas deben tener la opción de ser configuradas para ser instaladas en cada una de las posiciones de control del aeropuerto de San Andres.
Los monitores de comunicaciones de la consola serán de montaje sobre mesa, empotrados o fijos en los muebles de la consola.
El sistema de comunicaciones orales deberá estar estructurado para cumplir, e incluso ampliar, los requisitos exigidos y permitir una expansión modular acorde con las necesidades operacionales durante la vida útil del sistema. La implantación del sistema, como instalación operacional, se realizará sin interrupción o degradación de los servicios ATC.
REQUISITOS OPERATIVOS (RI)
El sistema de comunicaciones orales utilizado para el control de tránsito aéreo cubrirá como mínimo los siguientes servicios:
Comunicaciones de radio Tierra/Aire en VHF;
Comunicaciones de radio Tierra/Tierra en VHF;
Comunicaciones telefónicas de líneas dedicadas de acceso directo y acceso indirecto;
Comunicaciones telefónicas de líneas calientes.
Comunicaciones de radio de HF.
Supervisión, mantenimiento y reconfiguración del sistema.
CARACTERÍSTICAS DEL SISTEMA REQUERIDO (RI)
Los siguientes apartados, contienen un breve resumen sobre las principales características y prestaciones del sistema de consolas de comunicaciones de voz, requerido para el aeropuerto de San Andrés, igualmente, el sistema deberá cumplir los requerimientos técnicos de la matriz de calidad técnica No. 13.
Características generales (RI)
Las consolas deben estar diseñadas para aplicaciones de control de tráfico aéreo, con exigencias específicas en aspectos como disponibilidad, tiempos de respuesta, capacidad de reconfiguración operativa, capacidad de expansión, disponibilidad, calidad de audio, variedad de servicios de comunicaciones orales ATS y diversos tipos de interfaces físicos.
Las consolas deben tener un diseño de vanguardia empleando modulación digital, procesamiento digital, conmutación digital, sin bloqueo.
Las consolas deben tener modularidad. Fácil expansión en hardware y software, y ampliación funcional.
Las consolas deben tener mínimos cableados de interconexión entre los equipos VHF, central telefónica y la o las posiciones de control.
Las interfaces hombre-máquina (monitores) deben ser diseñadas teniendo en cuenta los últimos avances técnicos en dispositivos de presentación y diseño ergonómico.
Las consolas deben ser totalmente reconfigurables mediante la estación de Configuración PC.

El sistema requerido debe integrarse con las redes aeronáuticas actualmente en servicio y las oficinas con él relacionadas y clasificadas de la siguiente manera:

Translation - English COMMUNITCATION CONTROL SYSTEM
Premises
In order to handle all aeronautics landline and mobile communication requirements from the radar control room and control tower of San Andres airport, a VCSS (Voice Communication Control System) is necessary to integrate the digital voice communication consoles (land/air/land ) and to facilitate the communication services between the control tower and the radar room, this will assist and guarantee air traffic control service.
By installing integrating and setting up the communication system discussed in this contract, our objective is to replace the current one, which is 14 years old, has problem with spares and is considered obsolete.
Delivered Services:
Integration of mobile and landline aeronautic voice communication system air-land-air, used for air traffic control from the towers and radar room in various airports of the country.
Benefits:
It is possible to implement ATS service between the control tower or radar room and the aircraft from the moment the aircrafts takes off until landing, by improving therefore the ATS service, this helps improving safety of air flight within a specific air-space.
GENERAL OBSERVATIONS
The promoter will have to describe in detail the mechanical characteristics of the equipment, such as weight, dimensions, and method of installation.
The promoter will have to consider all the elements and accessories necessary for air traffic services from an air traffic controller perspective.
The promoter will have to take into account the environmental conditions in which the equipment will be operating and take all special caution to avoid humidity.
GENERAL CONDITIONS (IR)
GENERALITIES.
In order to evaluate the quality aspect, the promoter will have to answer each question found on the instructions contained in chapter VI of the instruction manual. Each question has to be answered and each answer has to be argued in detail. On the various conditions enumerated in this document you will find an IR (indispensable requisite) indication which means that there is an obbligation to comply with the rules, otherwise the offer is disqualified.
The answer WE COMPLY without adding any further detail means “Not Specified” and will be disqualified as (IR).
For the technical evaluation, the promoter will have to supply information regarding the producer, catalogues for each of the equipment offered, which will be used by AEROCIVIL to evaluate the technical characteristics. These catalogues will not be handed back to the promoter.
In any case, the answers will be verified with the information handed by the producer, annexed within the application, if discrepancies are found where this is not clarified, priority will be given to the information supplied by the producer.
The elements to be supplied will have to be new, original from factory and in accordance with the specifications of tolerance supplied by the producer.
The goods have to be delivered and packed separatedly with their respective identification references and indicating the name of the producer.
The offer will need to show the most detailed and complete information of the equipment such as diagrams, photograph, illustrations, videos, and all that information which will facilitate an adequate technical and comparative analysis of the different equipment offered, which will have to be in Spanish or in English.
The information of each one of the components of the equipment, has to be detailed and has to include a detailed description of its performance
RELIABILITY OF THE COMMUNICATION CONSOLES (ER)
The expectation for the durability of the service, or the life time of the console control system is 10 years, beginning from the moment this is received and client is satisfied. We hope that the degradation of the system can be compensated with maintenance procedure as recommended by the producer.
The console systems will need to be built with solid components, mobile parts are not accepted neither mechanical adjustments, except for the cooling fans of power sink.
SUPPLY AND INSTALLATION (ER)
The design of each communication console has to take into consideration all the engineering features in order to comply with the specific objective of this process.
In general, the engineering process has to consider the maximum usage of the elements and principles of air traffic operation. Where a change is necessary, this will have to be indicated and wholly justified by the promoter.
The elements that are included in the installation have to be determined by engineering requirements, as they are elements participating in the attainment of the communication system integration.
All items offered will be installed and in operation. In case where elements have not been contemplated in this document, because of UAEAC omission, and whereby this is necessary for the correct functioning of the equipment, it is the responsibility of the promoter to include it in the offer.
The contractor has to include the complete set of the elements and accessories required to satisfy the objective specified in the document. No claim will be accepted after adjudication, if an element or accessory, module or additional equipment is required for the performance of the system established in accordance to UAEAC.
The installations of each of the consoles will be aesthetically and efficiently viable and will have to adapt to the predominant characteristics of the station surroundings and in conformance to the indications of: AC, DC connection, land and audio; definition of the protection lines of audio and atmosphere, for the laying, entry and exit of cables, all previously approved by UAEAC.
The access to the system, cards, cabling and interconnection terminals to the interior of the console or switching modules, has to be implemented through the design of a cabling, and structured with the respective interconnection panels, by following a detailed procedure and full identification of the connection points.
The contractor en each of the sites of installation (control tower and airport radar room), has to provide standard metallic 19” cabinet for the installation of switching and interface system required for their respective positions of control communication .
The monitor of each position of the console has to be installed, secured and integrated by the contractor with all its accessories required for the correct operation of air traffic control (including adequate space to place the flight progress strip and space to take notes for the air controller). Ergonomic furniture, this will have to be provided by the contractor.
Once the installation has been completed, the contractor has to give technical information with the respective “as build” plan of the project to the officials of the UAEAC who are directly responsible for the maintenance and correct functioning of the contracted system.
The communication positions for control tower, needs to be delivered installed, in correct working order, integrated while VHF, HF, ATS and extension of the air traffic of the control tower and radar room will have to be operational.
VCSS TECHNICAL SPECIFICATION (ER)
The ATC consoles that define the VCSS system will conform to an ergonomic design which complies with the recommendations of transit service and give maximum comfort and functionality to the air controllers.
The consoles will have the option to be configured in order to be installed in each of the control positions of San Andres airport.
The console communication monitors will be mounted over a table, embedded or fixed in the console furniture.
The oral communication system will be structured to comply or improve the requirement and enable a modular expansion in accordance to the operational requirements during the life time of the system. The implementation of the system, as operational installation, will be carried out without interruption or degradation of the ATC services.
OPERATIONAL REQUIREMENTS (ER)
The oral communication system used for the air traffic control will cover at least these services:
Radio communication Land/Air in VHF
Radio communication Land/Land in VHF
Telephone connection with dedicated lines of direct and indirect access.
Hotline telephone connections.
HF radio communication
Supervision, maintenance and reconfiguration of the system.
CHARACTERISTICS OF THE REQUIRED SYSTEM (ER)
The following section contains a brief summary of the main characteristics and performance of the voice communication console system, as requested by the airport of San Andres, equally the system has to comply with the technical requirements set out in the technical quality matrix no 13.
General characteristics RI
The console has to be designed by taking account of the expansion of air traffic control, with specific requirements in certain aspects such as availability, response time, operational capacity to reconfigure, expansion capacity, availability, audio quality, variety of services of oral communication ATS and different kind of physical interfaces.
The consoles need to display a modern design employing digital modulation,
digital processing digital conmutation, no bloking.
The consoles need to have modularity. Ease of expansion in hardware and software and functional expansion.
The consoles need to have minimum interconnection cabling between VHF equipment, telephone station and main control positions.
The interface man-machine (monitors) have to be designed taking in to account the latest technological advances in presentation equipment and ergonomic design.
The consoles need to be reconfigurable through the Configuration PC station.
Environment of the digital communication system (ER)
The required system has to integrate with the aeronautic network currently in service and the offices related to this. It neeeds to be classified the following way:

Here lies one of the world’s Most important archaeological landscapes, dominated by the spectacular prehistoric passage tombs of
Newgrange, Knowth and Dowth.
The international significance of Brú na Bóinne was formally recognised in 1993 when it was designated a World Heritage Site by UNESCO.
Built over 5000 years ago by Neolithic (Ne w Stone Age) farmers, these passage tombs are truly remarkable remnants of a highly evolved society which by the 4th millennium BC, had settled widely across much of Western Europe. Both ritual
and settlement were centred around these tombs,
throughout the Bronze Age, the Iron Age and Early
Christian times, through the Norman invasions and beyond.
Looking northwards from the Visitor Centre, the core archaeological landscape of Brúna Bóinne comes into
view. By studying the location, structure and history of its monuments, both the visible and unseen, the magnificence of this prehistoric landscape - and the extraordinary achievements of those who created it- can be appreciated.

Costruita più di 5000 anni fa da contadini dell’era Neolitica (età nuova della pietra), queste tombe a corridoio rappresentano una straordinaria testimonianza di una società molto evoluta che, al quarto millennio AC si era ampiamente stabilita su vaste regioni dell’Europa occidentale.
Le tombe svolgevano un ruolo centrale ed erano un punto di riferimento sia per i rituali che per gli insediamenti. Questo accadeva sin dall’età del bronzo, a quello della pietra attraversando il paleocristiano, giungendo all’invasione dei Normanni e oltre.
Guardando verso il nord dal centro di accoglienza per i visitatori, è possibile osservare la parte principale del paesaggio archeologico di Brú na Bóinne. Studiando il posto, le strutture, la storia dei monumenti, possiamo apprezzare la magnificenza di ciò che è rimasto di questo sito preistorico oltre che la sua essenza eterea e la maestria di coloro che l’hanno creata.
