O presente Projeto de Pesquisa se pauta no estudo essencialmente qualitativo que permeia a aplicação de recursos públicos em educação pelos municípios do estado de São Paulo.
Através da análise de dados de origem fidedigna, propõe-se avaliar o efetivo emprego do dinheiro público de forma eficiente e suficiente ao pleno atendimento da população, resultando na definição do grau de criticidade dos serviços prestados, tendo em vista a regressividade ou estagnação apontada pelos índices referenciais de cada segmento.
Impende notar que o ensino básico e o fundamental, na forma preconizada pelos normativos vigentes, deve ser fornecido a todos que se encontrem em idade escolar (de quatro a dezessete anos), conferindo especial atenção ao fato de a educação é um Direito Fundamental intrinsecamente conectado aos direitos humanos básicos e à dignidade, porquanto instrumento de garantia da efetividade dos direitos difusos e coletivos.
Contudo, o objeto deste estudo limitar-se-á à faixa etária dos quatro aos quatorze anos, de forma a excluir de pauta o ensino médio convencional.
O objeto principal de escrutínio decorre da preocupação com a qualidade e suficiência do ensino público, sendo não menos importante controlar o destino dos recursos oriundos de receitas próprias dos municípios e daquelas decorrentes de transferências constitucionais.
A fim de viabilizar o exame estatístico, utilizar-se-á o software Stata, almejando obter a tendência do sistema por regressão linear em séries temporais.
2. DELIMITAÇÃO DO TEMA
Cingir-se-á os estudos à qualidade e regularidade da utilização do dinheiro público na educação, pelos municípios paulistas.
Pretende-se utilizar dados dos últimos dez anos, tendo em vista a desvinculação deste estudo com qualquer viés político-partidário.
3. PROBLEMA
Os recursos públicos estão sendo empregados de forma a proporcionar cobertura e qualidade de ensino à população dos municípios?
Existe relação entre a rejeição dos pareceres do Tribunal de Contas do Estado de SP pelas câmaras municipais com a qualidade da educação?
Existem outros fatores influenciando a questão?
Qual é a responsabilidade do administrador público?
4. HIPÓTESE DE ESTUDO
Deseja-se demonstrar que a estagnação e/ou o retrocesso na qualidade da educação municipal está diretamente ligada à ingerência dos interesses dos agentes da gestão pública, em sobreposição ao direito fundamental de acesso de todos a um sistema educacional de qualidade e suficiente ao atendimento da demanda.
Translation - Portuguese 1. TOPIC
This research project is guided by the essentially qualitative study that permeates the use of public resources in education by the municipalities of the state of São Paulo.
Through the analysis of data collected from trustworthy source, it is proposed to assess the effective use of public money in an efficient and sufficient way to fully serve the population, resulting in the definition of the criticality degree of the services provided, considering regressivity or stagnation pointed out by referential indices of each segment.
It is incumbent to note that the basic and primary education, as envisioned by current regulations, must be provided to all those people at school age (four to seventeen years old), with special attention to the fact that education is a Fundamental Right intrinsically connected to basic human rights and dignity, inasmuch as the guarantee instrument of the effectiveness of diffuse and collective rights.
However, the object of this study will be limited to age four to fourteen, in order to exclude the conventional high school from the program.
The main object of scrutiny arises from the concern for the quality and sufficiency of public education, and not less important is to control the destination of the funds deriving from own revenues of municipalities and those revenues arising from constitutional transfers.
In order to execute the statistical review, the Stata software will be used, aiming to obtain the trend of the system by linear regression in time series
2. LIMITS OF THE TOPIC
The studies shall be limited to the quality and regularity of the use of public money in education by municipalities of São Paulo. We intend to use data from the last ten years, in order to disassociate this study from any political bias.
3. PROBLEM
Are the public resources being employed so as to provide coverage and quality of education to the population of the municipalities?
Is the rejection by the city councils of legal opinions provided by the Court of Auditors of Sao Paulo related to the quality of education?
Are there any other factors affecting the issue?
What is the responsibility of the public administrator?
4. CASE STUDY
It is intended to show that municipal education quality stagnation and/or retrogression is directly linked to the intervention of interests of public management officers, superimposed on the fundamental right of access to an adequate educational system sufficient to meet the demand.
