English to Spanish: Introduction to IPU Parliamentary Meeting

International trade issues are receiving ever closer scrutiny from the Inter-Parliamentary Union. Multilateral trade is frequently on the agenda of IPU statutory conferences. At the 102nd Conference in Berlin in October 1999, for example, the IPU adopted a resolution on the eve of the WTO Ministerial Meeting in Seattle which urged Governments to make every effort to ensure that negotiations on the further liberalisation of trade... are broad based and produce substantial and realistic results. It also made recommendations in relation to transparency, openness and participation of the IPU.
A few months later, members of the IPU reaffirmed their belief, on the occasion of the tenth United Nations Conference on Trade and Development (UNCTAD X), that economic well-being and social development for all - women equally with men, the poor and marginalized equally with the wealthy - can be raised through the promotion of international trade.
Later that year, the historic summit of Presiding Officers of National Parliaments declared that developing countries are experiencing serious problems in implementing international trade agreements. The conference stressed that there is a need to ensure that the opportunities and benefits of globalisation are shared more widely and that the right to development is respected. The World Trade Organisation must seek to ensure both free and fair trade producing long-term sustainable benefits.
On several occasions, member of the IPU recommended that the organisation address international trade issues more systematically, including by establishing special structures for the purpose. They also recommended that the IPU organise a global specialised conference on trade in cooperation with the relevant institutions.
This latter recommendation was acted on by the Union's governing bodies in April 2000 when they authorized the holding of such a meeting. Initial plans were drawn up by the IPU Committee for Sustainable Development. The Committee's report, endorsed by the IPU Council in October that year, provided an outline for the meeting, suggested that it take place in Geneva and recommended the establishment of a Preparatory Committee composed of members of parliament who were well versed in multilateral trade issues to finalise preparations for the event.
This Committee was established at the end of the year. It was composed of some twenty members of parliament who specialised in international trade issues in their respective parliaments. The Committee was chaired by the President of the IPU Council.

Cada día más, los asuntos de comercio internacional son objeto de acuciosos análisis por parte de la Unión Interparlamentaria. El comercio multilateral es tema recurrente en la agenda de las conferencias estatutarias de la Unión Interparlamentaria. Para citar sólo un ejemplo, en la 102a Conferencia de Berlín, en Octubre de 1999, en vísperas de la Reunión Ministerial de la OMC que se llevó a cabo en Seattle, la Unión Interparlamentaria adoptó una resolución en la cual se exhortaba a todos los Gobiernos a hacer todo lo posible para asegurar que las negociaciones respecto a la futura liberalización del comercio... sean ampliamente apoyadas y que produzcan resultados sustanciales y realistas. También se efectuaron recomendaciones sobre transparencia, apertura y la participación de la Unión Interparlamentaria.
Algunos meses más tarde, los miembros de la Unión Interparlamentaria ratificaron, con ocasión de la Décima Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD X), su convicción de que el bienestar económico y el desarrollo social pueden ser elevados por igual para hombres y mujeres; ricos, pobres y marginados, mediante el comercio internacional.
Más tarde ese año, la histórica cumbre de los Presidentes de los Parlamentos Nacionales, declaró que los países en desarrollo tenían serios problemas para implementar los acuerdos de comercio internacional. La conferencia enfatizó que existe la necesidad de asegurar que las oportunidades y los beneficios de la globalización se compartan más ampliamente y que el derecho al desarrollo se respete. La Organización Mundial del Comercio debe procurar asegurar tanto un comercio libre como justo, que produzca beneficios sustentables a largo plazo.
En varias ocasiones, los miembros de la Unión Interparlamentaria recomendaron que la organización abordara los asuntos de comercio internacional de manera más sistemática, incluso estableciendo estructuras especiales para este fin. También, recomendaron que la Unión Interparlamentaria organizara una conferencia global, especializada en comercio, conjuntamente con las instituciones multilaterales más relevantes.
La última recomendación fue decretada por los cuerpos gobernantes de la Unión en abril de 2000, cuando se autorizó la realización de dicha reunión. Los planes iniciales fueron preparados por el Comité de la Unión Interparlamentaria para el Desarrollo Sustentable. El informe del Comité, respaldado por el Consejo de la UIP en octubre de ese año, trazó las líneas generales para esa reunión, sugiriendo que se realizara en Ginebra, y recomendó que se estableciera un Comité Preparatorio, compuesto por miembros del parlamento versados en asuntos de comercio multilateral, para finalizar las preparaciones del evento.
El Comité se estableció a fines de año. Formado por alrededor de veinte miembros del parlamento, especializados en asuntos de comercio internacional en sus respectivos parlamentos. El Comité fue presidido por la Presidenta del Consejo de la UIP.
