Source text - French 1. Résumé exécutif
Au cours de la première phase pilote (Juillet 2007 – Mars 2010) d’importants efforts ont été accomplis par le consortium RRC dans le sens de la réduction de la vulnérabilité des ménages pauvres et extrêmement vulnérables. On peut citer, sans être exhaustifs, les progrès et succès suivants :
• l’expérimentation d’un nouveau modèle de consortium qui regroupe des ONG Internationales et locale, chacune avec une compétence spécifique et qui ont travaillé dans des diverses zones agro écologiques (agricole – agropastorale – pastorale). Ce modèle a énormément favorisé l’apprentissage et le renforcement mutuel entre agences ;
• La forte adhésion et la participation des différents acteurs à différents niveaux et avec des rôles différents dans la mise en œuvre des activités du programme RRC. on peut noter, par exemple, les communautés, les autorités administratives, traditionnelles, communales, les Services Techniques Décentralisés STD de l’état et les autres Organisations communautaires et de la société civile locale qui ont tous participé dans l’atteinte des résultats obtenus jusque là.
• Le renforcement des capacités locales dans la prévention, la gestion de crises et l’analyse intégrale des risques au niveau communautaire ainsi que la protection des biens et l’augmentation de revenus de ménages vulnérables. On note en outre l’identification et la capitalisation des expériences sur certaines activités s’intégrant de manière optimale dans la stratégie de RRC (safety nets, gestion des ressources naturelles, protection des systèmes agropastoraux et pastoraux développés par les populations).
• La détection précoce de la crise pastorale 2008 ainsi que les actions de réponses apportées
• Promotion de l’approche RRC au Niger qui est une thématique relativement nouvelle
• Amélioration du rôle de la femme dans les communautés bénéficiaires à travers non seulement son implication dans les activités, les comités de gestion mais aussi et surtout dans la gestion des boutiques féminines, des fonds du cash transfert et du cheptel. Une femme d’un site d’Abalak disait à ce propos que ‘‘un éleveur qui n’a pas de bétail et à qui on donné des vaches, des brebis et des chèvres, c’est donner un sens à sa vie de pasteur ‘’
Toutefois, compte tenu de l’étendue et de la profondeur de la pauvreté des communautés d’intervention d’une part et du fait qu’il a été constaté que d’autres chocs et autres aléas n’ont pas été pris en compte lors de la première phase et auxquels des réponses appropriées seront apportées dans la 2ème phase, les différents acteurs ont jugé nécessaire de formuler et soumettre ce présent concept note à DfID. Cette 2ème phase prévue pour une durée de 3 ans (avril 2010 – mars 2013) et dont l’objectif est de contribuer à la réduction de la vulnérabilité chronique des populations au Niger, renforcera ainsi les acquis de la 1ère phase mais aussi s’appuiera sur les principales leçons apprises pour améliorer l’efficacité de l’intervention. Plus spécifiquement, il s’agira, d’ici 2013, de réduire de façon durable l’incidence des risques sur les moyens d’existence des populations vulnérables dans les régions de Maradi, Tahoua. Un accent particulier sera mis sur les liens étroits entre les actions DRR et celles d’adaptation au changement climatique déjà abordé au cours de la phase 1 en zone pastorale trop sujette aux effets de CC. Il s’agira d’une part d’identifier et d’appuyer les stratégies d’adaptation développées par les communautés et d’autre part travailler sur un partenariat avec les projets/programmes dans le domaine de l’ACC notamment ALP (Adaptation Learning Programme) avec qui le programme DRR partage un même département d’intervention (Dakoro) et le même bailleur DfID mais aussi le PANA (Programme d’Actions National pour l’Adaptation aux Changements Climatiques).
Cette action sera conduite dans 4 départements, 14 communes et touchera 34 355 ménages extrêmement vulnérables parmi lesquels 5 559 ménages dirigés par les femmes.
2. Background : retour sur le programme de réduction des risques de catastrophes (RRC) 2007/2010.
- Contexte ayant conduit à la mise en place de la phase 1, y compris contexte du Niger
Pays ouest-africain, sahélo-saharien et entièrement enclavé, le Niger a une superficie de 1.267.000 km², une population de 14,3 millions d’habitants dont 48% de jeunes de moins de 15 ans et 75% vivant dans les zones rurales. Il est classé parmi les pays les plus pauvres du monde avec une incidence de pauvreté de 62% en 2005 et de 59% en 2007.
Le Niger a subi l’avènement des sécheresses successives en 1973, 1984, 1991 et récemment en 2005 qui, par conséquent, ont complètement détruit le capital productif des ménages agricoles et pastoraux.
La crise alimentaire et nutritionnelle de 2005 et qui a affecté huit (8) millions de personnes au Sahel est particulièrement plus désastreuse au Niger du fait qu’elle a trouvé des populations déjà très appauvries et exposées à divers risques. Cette crise a donc plongé davantage les populations du Niger dans une vulnérabilité accentuée.
En plus d’une telle vulnérabilité aux risques récurrents des crises – caractéristiques de la zone sahélienne – et du niveau de pauvreté, plusieurs contraintes majeures entravent l’atteinte d’une véritable sécurité alimentaire. Elles représentent par contre autant d’options pouvant être travaillées pour aboutir à une meilleure performance dans la préparation, la gestion et les réponses aux catastrophes.
Il s’agit notamment de la faiblesse du niveau d’équipement et des facteurs de production chez les agropasteurs et pasteurs ; du problème de la maîtrise de l’eau et de la fertilité des sols avec une baisse continue des rendements ; du problème de maintien de la production à l’intérieur des espaces régionaux pour assurer une stabilité des prix des céréales et leur accès aux populations ; des difficultés d’organisation des marchés locaux de produits alimentaires ou encore de la faiblesse de la prise en compte de véritables stratégies de réduction des risques et de sécurité alimentaire dans la plupart des collectivités territoriales.
Aussi, la malnutrition revêt-elle également un caractère chronique dans pratiquement tout le pays. Elle est de plus en plus exacerbée par la pauvreté et les situations conjoncturelles et saisonnières défavorables d’insécurité alimentaire et l’état sanitaire des populations .
Cette situation s’explique par un certain nombre de facteurs dont entre autres :
- Un régime pluviométrique aléatoire souvent faible et irrégulier occasionnant des sécheresses désastreuses et des baisses de production ou une mortalité importante du bétail.
- Une dégradation continue des ressources naturelles dues à la pression démographique (3,3% le taux d’accroissement annuel de la population) entraînant une diminution continue des rendements de céréales et une incapacité de ces ménages à produire suffisamment même quand la pluviométrie est bonne . Elle se traduit aussi par une faiblesse de la productivité du bétail, liée à la sous alimentation et à la prévalence des épizooties et l’incapacité des ménages pastoraux à faire face aux coûts élevés d’entretien du bétail.
- Sur le plan économique, le plus grand facteur aggravant l’insécurité alimentaire de ces populations est la pauvreté rurale dans un contexte de faible développement des infrastructures sanitaires, de transport et d’appui au développement. Une bonne partie de leur zone d’habitation est enclavée.
C’est alors face à cette situation qu’un groupe d’ONG à Londres a mené des actions de plaidoyer auprès de l’Agence Britannique pour le Développement International (DFID) qui a abouti finalement au financement de la 1ère phase du programme RRC. Celle-ci avait comme objectif global l’amélioration de la qualité de vie des populations vulnérables par le biais d’approches et de mesures améliorées en matière de réduction des risques de catastrophe.
En cette fin de la 1ère phase pilote, l’analyse/l’évaluation effectuée au sein du consortium a permis de dresser le bilan en termes de forces et faiblesses du consortium ainsi que les impacts induits et les limites (gaps).
Translation - English 1. Executive summary
Important progress was made by the DRR consortium during the pilot phase (July 2007 - March 2010) in relation to reducing the vulnerability of poor and extremely poor households. Without being exhaustive, the following progress and successes can be cited:
• experimentation with a new consortium model, which brings together international and local NGOs, each with a specific area of expertise and who have worked in various fields of agroecology (agricultural – agropastoral – pastoral). This model has helped enormously in facilitating learning and mutual strengthening between agencies;
• the strong membership and participation of the different actors at different levels and with diverse roles in the implementation of activities within the DRR programme such as, for example, the communities, the administrative, traditional and communal (town level) authorities, Decentralised Technical Services (DTS) provided by the state, and other community and civil society organisations, who all participated in achieving the results obtained to date;
• the strengthening of local capacity in the prevention and management of crises and the integral analysis of risks at the community level, as well as the protection of assets and the increase in income for vulnerable households. In addition, the identification and capturing of learning has been noted in relation to certain activities which have excellent overlaps within the DRR strategy (safety nets, management of natural resources, protection of agropastoral and pastoral systems developed by populations);
• early warning of the 2008 pastoral crisis, as well as the response actions provided;
• promotion of the DRR approach in Niger, which is a relatively new theme;
• the improvement in the role of women in beneficiary communities through, not only their involvement in activities and management committees but also, and above all, in the management of women’s cooperatives, cash transfer funds and livestock. One woman at a location in Abalak said in relation to this ‘‘one breeder who had no livestock and whom we gave some cows, ewes and goats, has been given back his life as a pastor‘’.
However, given the extent and the depth of the poverty in the intervention communities, on the one hand, and the fact that it has been stated that other shocks and hazards were not taken into account during the first phase - and for which the appropriate responses will be provided in the second phase -, the different actors felt it necessary to formulate and submit this concept note to DfID. This second phase , which is planned to take place over a period of 3 years (April 2010 – March 2013), is aimed at contributing to the reduction of chronic vulnerability in populations in Niger and will also reinforce the achievements of the first phase, as well as drawing on the main lessons learned in order to improve the efficacy of the intervention. More specifically, between now and 2013 it will focus on a meaningful reduction in the incidence of risk on the livelihoods of vulnerable populations in the Maradi and Tahoua regions. Particular emphasis will be placed on the inextricable link between DRR and climate change adaptation (CCA) interventions that were already addressed during phase I in a pastoral zone that was over-exposed to the effects of climate change. On the one hand, this will be about identifying and supporting the adaptation strategies developed by communities and, on the other hand, will work on a partnership between the projects/programmes in the CCA field, notably ALP (Adaptation Learning Programme) which shares the same intervention department (Dakoro) as the DRR programme, the same donor (DfID), as well as PANA (National Programme of Actions for Climate Change Adaptation).
This action will be implemented in 4 'départements' (or administrative regions), 14 'communes' (administrative divisions or towns) and will reach 34,355 extremely vulnerable populations, of which 5,559 are run by women.
2. Background: Reflection on the Disaster Risk Reduction (DRR) programme 2007/2010
- Circumstances that led to the implementation of phase I, including situation on the ground in Niger
Niger is a West African, Sahelo-Saharan country and is completely landlocked. It has a surface area of 1,267,000 km², a population of 14.3 million , 48% of whom are under 15 years old and 75% of whom live in rural areas. It is classified as one of the poorest countries in the world with a 62% incidence of poverty in 2005 and 59% in 2007.
Niger suffered the arrival of successive droughts in 1973, 1984, 1991 and recently in 2005, which have resulted in completely destroying the productive capital of agricultural and pastoral households.
The food and nutritional crisis of 2005, which affected eight (8) million people in the Sahel, has been particularly disastrous for Niger due to the fact that these populations were already extremely poor and exposed to different risks. This crisis therefore plunged populations in Niger into more extreme vulnerability.
In addition to such levels of vulnerability with the recurrent risk of crises – which occur frequently in the Sahel region – as well as poverty levels, several major constraints hinder the possibility of being able to achieve real food security. On the other hand, they represent a range of options that can be used to achieve a better performance in the preparation, management and response to disasters.
This is mainly due to low capacity levels as regards equipment and factors in relation to production levels regarding agropastors and pastors, problems in channelling water and the fertility of soils with continually low yields, problems in maintaining production within regional spaces in order to secure stable cereal prices and populations' access to them, difficulties in organising local food-produce markets and even the low capacity by the majority of regional collectives to take real risk reduction and food security strategies into account. In addition, malnutrition is chronic throughout practically the entire country. It is exacerbated by poverty and cyclical and seasonal occurrences that are detrimental to food security and the health of populations .
This situation can be explained by a number of factors, among others:
- Unpredictable rainfall that is often low and irregular, resulting in catastrophic droughts and falls in production or a significant number of deaths among livestock;
- Continual degradation of natural resources due to population pressure (annual population growth is 3.3%), leading to continual decreases in cereal yields and a lack of capacity by these households to produce enough even when rainfall is good . This also translates into a low production capacity of livestock, which is linked to malnutrition and the prevalence of epizootics and the inability of pastoral households to cope with the high cost of raising livestock;
- As regards economics, the most aggravating factor in the food insecurity of these populations is rural poverty against a backdrop of weak development of health and transport structures and support for development. A good portion of their living areas are landlocked.
Given this situation, a group of NGOs in London lobbied the Department for International Development (DfID), which finally resulted in an agreement to provide financing for phase I of the DRR programme. The overarching objective was to improve the quality of life of vulnerable populations through improved DRR approaches and measures.
At the end of the pilot phase, the analysis/evaluation carried out by the consortium has enabled an analysis of the strengths and weaknesses of the consortium, as well as the impacts brought about and any gaps.
