Plusieurs projets pris en considération par l’Etat avant le 31 décembre 2003 ont vu la subvention qui leur était due diminuer dans des proportions conséquentes voire, pour certains, réduite à néant.
Ce brusque retrait de l’Etat a eu des conséquences variables
sur les projets :
• Différé de réalisation, phasage, réduction de la taille du projet, changement de mode…
• Révision du plan de financement : évolution anticipée ou plus importante du versement transport, souscription de nouveaux emprunts, augmentation de la contribution des autres collectivités locales.
Angers
L’agglomération projette de réaliser 2 lignes de tramway. La première ligne, dont la mise en service est prévue mi-2010, traversera l’agglomération du nord au sud, sur un tracé de 12 kilomètres.
Le coût total de l’opération a été évalué à 248 ME. Bien que, dès l’origine du projet, il ait été décidé de porter le taux du versement transport à son maximum, le refus de l’Etat d’accorder des aides aux nouveaux projets de TCSP a conduit la collectivité à solliciter toutes les autorités susceptibles de contribuer au financement du projet.
Ce refus s’est par ailleurs traduit par une augmentation du volume des emprunts à réaliser.
Le financement sera donc assuré principalement par l’emprunt, à hauteur de 207 ME, par autofinancement pour 18 ME, et par des subventions pour 23 ME, provenant de la région et de l’Europe, mais aussi de l’Etat, ce dernier ayant finalement accepté d’accorder 5 ME, en 2006.
Bordeaux
Pour la réalisation de la première phase du tramway portant sur un linéaire de 24,5 km pour un coût qui devrait se situer, à l’issue des derniers paiements, autour de 680 ME, la CUB a bénéficié d’une subvention de l’Etat de près de 105 ME représentant 15,5% des sources de financement.

Lors de la délivrance de la subvention afférente à la première phase, l’Etat n’avait pas manqué d’appeler l’attention de la communauté urbaine de Bordeaux sur le fait que le réseau des transports ne serait cohérent et équilibré qu’à l’issue de la réalisation de la deuxième phase.
En effet, le ministre de l’époque indiquait le 8 avril 1998 que « La prise en considération de la 2ème phase du réseau de tramway de la CUB, qui s’inscrit dans la continuité de la première pour constituer un réseau complet et équilibré répondant dans son ensemble aux orientations prioritaires de la politique de l’Etat en matière de développement des transports collectifs, fera l’objet d’une décision de prise en considération ultérieure qui prendra alors en compte, notamment, l’évolution des procédures de planification des déplacements et de l’aménagement urbain en fonction des échéances effectives de réalisation de cette 2ème phase ».
Suivant les préconisations de l’Etat, la CUB n’a pas tardé à lancer la deuxième phase d’un linéaire de 19,3 km pour un coût évalué, en valeur janvier 2006, à près de 570 ME et attendait une subvention de 106,5 ME. Le projet étant prêt à être lancé lors de l’annonce de la suppression des subventions de l’Etat, la CUB n’a pas retardé l’engagement des travaux et n’a pas modifié son phasage, ni sa taille. La décision de l’Etat n’a donc pas eu de conséquences immédiates.
Au plan financier cependant, la non obtention de la subvention au niveau attendu (40 ME obtenus sur les 106,5 ME demandés) s’est traduite par : une majoration plus rapide qu’initialement prévu du taux du versement transport pour le porter, en trois fois, à son maximum de 1,80% ; une augmentation du volume des emprunts à souscrire par rapport à la prévision initiale ; l’affectation d’une part d’autofinancement plus importante.
Aucune subvention n’a été demandée aux autres collectivités pour compenser la réduction des aides de l’Etat dans la mesure où ces collectivités n’avaient pas participé au financement de la première phase.

Many projects considered by the state before 31st December 2003 have seen their expected subsidies reduced considerably, whilst other projects’ subsidies have been completely eliminated.
The effects of this abrupt withdrawal of state funding have been varied, including:
• Postponement of project completion, changes to project phasing, reduction of project size, change to proposed mode of transport...
• Revision of financing plan: changes, whether planned or more far reaching than predicted, to the versement transport , new borrowings, greater contributions from other local authorities.
Angers
The city has projected the completion of two tramlines. The first line, which is expected to enter service in mid-2010, will cross the city from North to South, along a 12km route.
The total cost of the project has been estimated at 248 million euros (£173.6m) . From the beginning of the project, it was decided to increase the versement transport to as high a level as possible. Nevertheless, the refusal of the state to award subsidies to new TCSP projects has led the Angers local authority to seek contributions to the financing of the project from all relevant local authorities.
This refusal has also led to an increase in the level of borrowing needed.
Financing will therefore be obtained principally in the form of borrowings, accounting for 207 million euros (£144.9m), self financing, accounting for 18 million euros (£12.6m), and by subsidies, accounting for 23 million euros (£16.1m). The subsidies have been awarded by the regional council and by the EU, but also by the state, the latter having eventually decided, in 2006, to contribute 5 million euros (£3.5m).
Bordeaux
For the completion of the first phase of the tramline, a length of 24.5 km at an approximate cost, upon completion of the final payments, of 680 million euros (£476m), the CUB (Urban Community of Bordeaux, the local authority) has received a state subsidy of nearly 105 million euros (£73.5m), representing 15.5% of funding.
At the time of the payment of the subsidy pertaining to the first phase, the state did not miss the opportunity to call to the attention of the CUB the fact that the city’s transport network would not be coherent or balanced until the completion of the second phase.
Indeed, the transport minister at the time indicated on the 8 April 1998 that ‘the proposals for the second phase of the tram network of the CUB, which continues forward from the first phase with the goal of creating a complete and balanced network, wholly in line with the direction of state public transport policy, will be subject to a subsequent decision-making process which will take into account, in particular, changes in the planning of journeys and urban planning in the context of the effective completion dates of this second phase.’
Following the state’s recommendations, the CUB has not delayed in launching the second phase, a line of 19.3km at an estimated cost, as of January 2006, of approximately 507 million euros (£354.9m). The CUB expected a subsidy of 106.5 million euros (£74.55m). Although the project was ready to be launched when the elimination of state subsidies was announced, the CUB has not delayed the start of construction and has not modified the phasing or the size of the project. The decision of the state has therefore had no immediate consequences.
However, in terms of the financing plan, the failure of the state to award a subsidy of the expected amount (40 million euros (£28m) awarded out of 106.5 euros (£74.55m) requested) has resulted in the following : an increase in the versement transport which was more rapid than initially anticipated, with three rises taking the tax to its maximum level of 1.8% ; an increase, compared to initial predictions, in the level of borrowing needed ; the allocation of a larger self-financing contribution.
No contributions have been sought from other local authorities in order to compensate for the reduction of the state subsidy as these authorities did not participate in the financing of the first phase.
