Translation - English This current document known as the Programme Framework of Governance and State Reform for the five year term specifically responds to this. In addition to ideas, it presents a number of projects in the area of political governance and State reform with clear objectives and targets that coincide with the financial intentions of donors who will have the opportunity to specify which project they wish to fund. It comprises three central themes divided into various sections: Modernization of the sociopolitical system: (section: Rule of law, Security and Police, Parliament, Permanent CEP); Modernization of the Politico-Administrative System (Sections: Public Administration Reform, Qualified Human Resources); Modernization of the Economic and Financial Management System (Sections: Aid Coordination, Project Support to Economic Governance, Phase 3).

Source text - Spanish El presente Informe ha sido encomendado por el Instituto de Integración de América Latina y el Caribe del Banco Interamericano de Desarrollo como parte de las tareas de fortalecimiento de la Red de Estudios de América Latina y el Caribe sobre Asia del Pacífico, REDEALAP. Este trabajo abarca los acontecimientos más relevantes que han tenido lugar desde principios del corriente año en el marco de los foros de cooperación interregional APEC, ASEM, FOCALAE, LAEBA y REDEALAP; además, incluye algunas observaciones sobre las repercusiones de la Primera Cumbre del Este de Asia, celebrada en diciembre del 2005.
En la primera sección se presentan las cuestiones que, a lo largo del 2006, ocuparán un lugar prioritario en la agenda de debates y negociaciones del Foro de Cooperación Económica de Asia Pacífico. Vietnam será responsable por la coordinación de los encuentros de mayor relevancia internacional y, a esos efectos, ha delineado las pautas y objetivos a alcanzar en un año de grandes retos. Por otra parte, se dedica un apartado al análisis de la estrategia de las economías miembros del Foro ante la amenaza de una pandemia de fiebre aviar, la cual no sólo involucraría al área de la salud, sino también al sector privado, que ya intenta proponer soluciones.
En el contexto de las actividades organizadas por el Foro de Cooperación Asia- Europa, se destaca el Encuentro de Ministros de Finanzas, cuyos objetivos principales fueron la revisión de los avances del Foro y sentar las bases para la Sexta Cumbre de ASEM que tendrá lugar el 10 y 11 de septiembre en Finlandia.
Translation - English The current report has been commissioned by the Institute for the Integration of Latin America and the Caribbean and the Interamerican Development Bank as part of the effort to strengthen the Latin American and Caribbean Studies Network on Asia Pacific (REDEALAP). This report addresses the most pertinent events that have taken place since the beginning of this year within the framework of the interregional cooperation fora APEC, ASEM, FOCALAE, LAEBA and REDEALAP; in addition, it includes comments on the impact of the First East Asian Summit, held in December 2005.
The first section contains the issues that will be priorities on the debate and negotiations agenda of the Asia Pacific Economic Cooperation Forum for the rest of 2006. Vietnam will be responsible for coordinating the meetings which are of major international importance, and, as such, has outlined the guidelines and the objectives to be attained in a year of major challenges. There is also a section dedicated to an analysis of Forum members’ economic strategy in light of the avian influenza pandemic, which would not only involve the health sector but also, the private sector which is already attempting to provide solutions.
In the context of the activities organised by the Asia Europe Cooperation Forum, the Meeting of Finance Ministers stands out. Its main objectives were to review progress made by the Forum and to lay the foundation for the Sixth ASEM Summit to be held on September 10-11 in Finland.
