This is what has caused problems along the rivers in West Central Finland during the springtime. The water is running, but because of the cold nights (and some cold spring days), the water re-freezes into slush and causes the water flowing from upstream to back up, which results in flooding. The civil engineers sometimes have to use creativity to get these slush dams broken up.
