I saw this on a divorce decree.
It is from the Departamento del Secretario General de Acuerdos.
It is a seal indicating that the document has been handed over to this agency.

I hope you can help. I just have the name of the agency. It is an "either you know it or you don't" situation. I wish I had more context. That is why I am asking.

Instead of "office" you could use "department" or "directorate" here.

Although "permit" might seem the obvious choice, I think the term of art here is "licensing" (as in, for ex. "environmental licenses"). At least that's what I've seen in US documents.
