The solution proposed by Grzegorz is very good indeed and worth every one of its 12 ‘agrees’, but it doesn’t explain why the people concerned are outside Poland.
Here is another suggestion:
those who have always lived where they still live today, although since 1945 this has not been part of Poland.

wynika to z semantyki czasownika 'przestać', który może oznaczać zarówno świadomą decyzję np. 'przestać palić' jak i sytaucję spowodowaną okolicznościami zewnętrznymi np. 'przestał otrzymywać listy'. To drugie uzycie jest często emocjonalnie zabarwione.
