This passage was revised substantively in the translation, but I don't like the way "support" sounds as they author has written it:

I considered that, but the problem is that it is more like a formally imposed "incentive" (that is, a possible sanction for not being transparent).

Hi, David! In this case, it's rational choice jargon -- all the 45 hits are in that literature, so I think I need to leave it as exogenous, but thanks for your suggestion on removing "a" and "and"!
