(1) If the author believes that "it should be noted" is worth saying, it is wrong to edit the author.
(2) Twierdzenie nie zasługuje na uznanie = The claim should not be accepted (by the Court). (In the initial stages of litigation, a court decides whether the procedural requisites for hearing a claim have been satisfied, e.g. whether it was timely filed, whether the claimant has standing, whether the court has legal and subject matter jurisdiction, etc..)

nie tłumaczyć
Ja tego typu zwrotów w ogóle nie tłumaczę, bo nie niosą w sobie treści, np. Reasumując, uznać należy, że... przetłumaczyłabym po prostu jako: "To sum up, ...". Czasem pasuje "thus", jeżeli treść danego zdania wynika z wcześniejszego zdania/zdań. Język angielski jest bardziej skondensowany i nie lubi tego typu ozdobników.

Ja rzadko, ale w praktyce uzywam admit. Czasem nie da sie przetlumaczyc bez tlumaczenia :-)
