The context is financial guidelines for a corporate group.

It's the phrase 'disponieren auf' which is causing the problem.

The whole idea of the cash pooling is that there is a daily transfer of funds to one main account. Here the author takes a shortcut, writing "Konten bei Drittbanken" when the reality corresponds to "Amounts on third-party accounts".
