Jest to nagłówek, pod którym znajdują się zadania matematyczne.
Problem w tym, że cały nagłówek ma brzmieć "Dodawanie i odejmowanie W ZAKRESIE 100 bez przekraczania progu dziesiątkowego"
Z tego, co znalazłem na proz, wychodzi mi następujący nonsens: "Addition and subtraction to 100 up to 10". Linki, którymi się posiłkuję:

My best interpretation. The numbers are large - up to one-hundred - but you do not have to "carry" the tens digit:
87 + 2 = 89,
or even 42 + 35 = 77
but NOT
87 + 5 = 92 (here you would have to "carry" 1 to add to 8 to make it 9)
Similarly for subtraction
57-32 = 25,
but NOT
82-43 = 39, where one needs to "borrow" 1 from 8 to make it 7, etc.

Discussion
So, you can shorten to "addition and subtraction up to 100 without carrying and borrowing," since not changing the tens digit would be implied. Or, put in the whole term,similar to my answer.

There is a newspeak these days: borrowing also goes by the name of regrouping.
BTW: when you add, you CARRY the tens digit
