: it's a permanent position-a permanent substitute?? (acting is equally incorrect) and it's certainly a Belgian text in any case. Van Dale has got it wrong.

: As writeaway correctly points out it is a permanent position and therefore not substitute OR acting - correct term accepted by the Belgian lawyers/agencies I do regular legal work for is deputy in this instance

"des Konings" is the title in Belgium, and means "of the King", but if there is a republic, the term is not valid. He is the assistent to the head of the prosecution department at the Court of Cassation or the courts of appeal. The substitute also replaces the attorney general in all the law suits in the country, in the different courts.
