Chemistry is not my forte, but I'm pretty sure this is saying that by carefully adding 3M NaOH, they are making the solution *basic*, as in the chemical meaning of base versus acid.
You can read about the chemical meaning of bases and acids online, but they are chemical substances that have opposite / complementary acidic properties.
A chemical 'Base' in Japanese is 塩基, so to make a solution basic, is 塩基にする, or 塩基化する。

The techie term for basic (pH > 7) back in my high school days was alkaline.
It's sad to see everyone reaching for ALC's 塩基性 when アルカリ is such an everyday word in Japanese.

I sit corrected. (My high school chemistry was 42 years ago.) Wikipedia's 塩基 entry (http://ja.wikipedia.org/wiki/塩基) says:
アルカリ金属いるいはアルカリ土類金属などの水酸化物あるいはアンモニア、アミンなど水溶液が塩基性を示す物質を総称してアルカリと呼ぶ

FWIW, sodium (Na) is an alkali metal (アルカリ金属).
