Lo que quieren decir es que el equipo no tenga corriente, que no reciba alimentación, que esté apagado. Supongo que es bastante peligroso andar tocando fusibles con el aparato encendido...

: De las dos opciones, prefiero "sin carga", aunque cuando habla de "Sicherungen" (los plomos o fusibles), como bien dice Tomás, se hace referencia a la "carga eléctrica" o tensión, ergo "libre de tensión" o "sin tensión eléctrica". ¡Saludos!
