Japanese to English: Maritime Transportation Sustainability Goals Update
Source text - Japanese 世界の貿易量の約９割を担う国際海運を巡り、温室効果ガスの排出を「２０５０年ごろまでに実質ゼロ」にする新目標が国際海事機関（ＩＭＯ）で今年７月に採択され、「５０年に０８年比で半減」という従来目標を大幅に引き上げた。日本は国際的なルール作りと技術開発で世界をリードし、海事産業の競争力強化につなげる考え。今後は実現に向けた制度設計が課題となるが、国際海運には関係国が多岐にわたる「特有の事情」があり、各国の一致した取り組みが進むかが焦点となる。
Translation - English In July of this year, the International Maritime Organization (IMO) adopted a new goal around international ship transport, which makes up about 90% of global trade volume. The goal of getting greenhouse gas emissions to “net zero close to 2050” is a considerable advancement from the existing goal of "halving 2008 levels by 2050." Japan intends to lead the world in international policy and technology development, and to increase competitiveness in the maritime industry. From now, the challenge will be making systematic plans to achieve the new goal. International shipping deals with a wide range of countries, making unique circumstances. The focus will be on every country making concerted efforts.
International shipping connects a wide range of countries, including those of the shipowner, the ship, and the operator. For this reason, greenhouse gas emissions are not reflected by each country’s achievements, but are understood by lumping together the world-wide amount of international shipping.
Under these circumstances, greenhouse gas reduction is entrusted to IMO’s international framework, but there is also a large range in interest among member nations regarding initiatives. Therefore, international shipping greenhouse gas emissions effectively continued unchecked until the first greenhouse gas reduction agreement was reached in 2018.
This year, 5 years after the previous goal was set, the IMO was scheduled to review its strategy. Japan, setting its own goal in 2021 to achieve net-zero greenhouse gas emissions by 2050, took the lead. Japan has also been working to encourage the international community to set equivalent goals. As a result of these activities, at the IMO committee meeting held until July 7th, the target revision was unanimously adopted by the 175 participating countries.
From the domestic business world, the Japanese Shipowners’ Association welcomed this target revision.
