What would "tadween mookaarabat" and "tadween" mean here? Would it be "consider" or "assess" or "examine" instead of simply "record"? I guess it may simply mean that the Commission "noted" the efforts of the Arbitration Commission as per United Nations jargon... Let me know if my hunch is correct in this regard...
