مصطلح الحراك السياسي "يطلق مصطلح "الحراك السياسي" عادة على صور التفاعل والتنافس والتدافع والنشاط السياسي السلمي بين مختلف القوي والتجمعات والتكتلات السياسية في بلد ما، سواء ما كان من هذه القوى داخل الحكم وفي السلطة وما كان منها في المعارضة وخارج السلطة والحكم."*

Any translation would be as good as any... ... because the term has no meaning by itself. It all depends on what ذلك refers to in the sentence. In other words, the context is necessary for understanding the meaning and, hence, for providing translation suggestions. A fragment like this fails to bring out the intended meaning.
