My understanding is that someone use their authorities to force other people to distribute their newspapers in order to boost their circulation. Is that right? But then what does it have to do with the grass-root level and the farmers? Thanks for your help.

This is forced upon local peasants that they have to subscribe to some newspapers or magazines they don't need or like. This becomes a form of financial burden for them because they have to pay for all these.

agree Jason Ma : Fang, "报刊散滥" and "职权摊派发行" are all about newspaper subscription? I am confused here.

其实就是利用职权乱发行报刊杂志,并强制群众订阅,很多都是通过行政命令,由单位集体征订,在派到个人头上。至于报刊是否有用,是否受读者欢迎则完全无关紧要。很多地方是个小机关也来个机关报,没有什么有价值的信息和消息,却非订不可。
