Exactly what you would expect if you want to study in Russia you have to contact "Russian Foreign Institution" that are located in your country. These "Russian Foreign Institution" are "foreign" from the viewpoint of the author, so they are outside of Russia.

Another way at looking at it:

A Russian consulate in France is a "Russian Institution"

A French consulate in Russia IS NOT a "Russian Institution", it's part of the FRENCH Ministry of foreign affairs.

Voilà c'est clair. Et j'ai publié dans ma réponse en deuxième lien le fameux site. On y trouve la Maison russe des sciences et de la culture pour la France.

Is this "form" publicly available on some website? I can't imagine how that kind of form could be "confidential" in any way.

THAT would cut down a lot on pointless guessing / stumbling in the dark ...

Might even lead to a reliable answer?

Hughes, J'ai affiché une réponse que j'ai finalement préféré retirer compte tenu du caractère douteux du texte source (You have commentary/for the agreement to the processing, etc.) On pourrait penser que Russian Foreign Institution décrit de manière inexacte en anglais une représentation diplomatique ou consulaire russe à l'étranger chargée entre autres choses de trier ou de traiter les demandes d'inscription ; ce ne serait pas inhabituel. Mais je demanderais au client de confirmer.
