Como "scale" pode significar tanto "scale up" (=aumentar) como "scale down" (=reduzir), deixo como sugestão traduzir como "redimensionar" ou "reconfigurar".

Talvez, pegando ali na resposta do Matheus, traduzir o 1º verbo como "dimensionar" e, para não repetir a ideia, traduzir o 2º verbo como "redimensionar".
Há outros verbos, penso eu, que poderiam caber aqui (ajustar, reajustar, por exemplo, além do que indiquei atrás).
