Θα προσπαθήσω να το εξηγήσω γιατί είναι λίγο περίπλοκο.
Αλλογενής είναι το αντίθετο του ομογενούς (http://www.proz.com/kudoz/2099390).
Υπάρχουν αλλογενείς αλλοδαποί (π.χ. ένας Ρουμάνος που βρίσκεται εδώ με άδεια παραμονής), αλλογενείς ημεδαποί (π.χ. ένας Νιγηριανός που πολιτογραφήθηκε Έλληνας) [ωστόσο, δεν πολυχρησιμοποιείται αυτός ο όρος γιατί υποδηλώνει διακρίσεις μεταξύ των Ελλήνων πολιτών], ομογενείς ημεδαποί (δεν χρησιμοποιείται γιατί τέτοιοι είναι οι περισσότεροι Έλληνες) και ομογενείς αλλοδαποί (π.χ. οι Πόντιοι της Γεωργίας που δεν έχουν λάβει την ελληνική ιθαγένεια).
Κάποιος που έχει γεννηθεί στην Ελλάδα από αλλοδαπούς γονείς είναι αλλογενής χωρίς να είναι foreign-born.
Επίσης, ένας αλλογενής δεν είναι απαραίτητο να είναι αλλοδαπός (alien), γιατί μπορεί να έχει πολιτογραφηθεί Έλληνας. Αυτό όμως δεν αλλάζει το γεγονός ότι δεν κατάγεται από "Έλληνες το γένος".
Να παρατηρήσω, τέλος, ότι η Ελλάδα έχει δεχθεί διεθνή κριτική για τις διακρίσεις που πραγματοποιεί εις βάρος των αλλογενών.

Foreign born (also non-native) is a term used to describe a person born outside of their country of residence. Foreign born are often non-citizens, but are also frequently naturalized citizens of a country.
The term foreign born encompasses both immigrants and expatriates but is not synonymous with either. Foreign born may, like immigrants, have committed to living in a country permanently or, like expatriates, live abroad for a significant period with the plan to return to their birth-country eventually.
The status of foreign born — particularly their access to citizenship — differs globally. The large groups of foreign born guest workers in the Gulf States, for example, have no right to citizenship no matter the length of their residence. OBJECTIVES
I have chosen to write a unit which will help foreign-born students to develop their skills in writing reports. I feel that the foreign-born students are at a disadvantage because they are not made aware of resources available to them and how to put them together. They must be exposed to all the available materials before they can begin their assignment. Those students born in the United States are exposed to these skills during grammar school and in junior high school and also in high school.
