Would you be so kind as to counsel me on international schools in Romania that can offer Turkish language at Primary level along with English as a main language. It would be highly appreciated if you can provide me with some links.

Try http://www.ichc.ro/. It's a highschool in Constanta - maybe they could provide you with further advice. They do have Turkish and English courses.
