I wonder if there is an easier way to "localize" (not just converting, but making necessary word changes)Simplifed Chinese into Traditioanal Chinese or vice versa other than manually checking every sentence?

I would be very conservative and check line by line. You are supposed to be paid for doing it, after all.

I tested some converters. I think the best one is Office 2000/XP/2003 (Chinese version). Vocabulary database of Office 2003 was improved to contain much more simplified and traditional Chinese cihui than previous versions.
I don't think you can find a check-free solution.

Please note: Traditional Chinese also includes HK Traditioanl Chinese. We call "移动电话", Taiwanese call "行动电话", HK "流动电话". But you can always make good use of Office 2000/XP's feature "自动更正".
To quell your thirst, though, you may also have to get a copy of 《两岸现代汉语常用词典》.
