it's also from the Soviet reality. Many things were said to be voluntary while in fact they were compulsory. Hence the saying ДПВТПЧПМШОП-РТЙОХДЙФЕМШОП.

Like, in Soviet times everybody had to participate in May 1 demonstraions (or 'subbotniks') "ДПВТПЧПМШОП-РТЙОХДЙФЕМШОП"
