Does this sound as lunatic in Russian as it does in English? Or is there some obscure meaning?

so called voluntary participation

it's also from the Soviet reality. Many things were said to be voluntary while in fact they were compulsory. Hence the saying ДПВТПЧПМШОП-РТЙОХДЙФЕМШОП.

Officially, it's voluntary but in fact it's obligatory

Like, in Soviet times everybody had to participate in May 1 demonstraions (or 'subbotniks') "ДПВТПЧПМШОП-РТЙОХДЙФЕМШОП"
