Specific context: in a bullet list of what the person does (first item under 'definitie vertrouwenspersoon'):
'adviseert de directie gevraagd of ongevraagd op verzoek op het gebied van preventie en bestrijding van ongewenste omgangsvormen.'
My take is that either 'gevraagd of ongevraagd' is such a cliche that people use it without thinking about the literal meaning, or there's something wrong with the construction of the phrase.
