Without the proper context is not very easy, so I share your doubt...

agree Tony M : We'd more likely say 'in his shirt-sleeves', suggesting that someone who normally wears a jacket (office worker, for example) has taken it off ready for 'real' work; not afraid to get his hands dirty, sort of idea
