I'm pretty sure it has nothing to do with an elevation or a contour. My Routledge dictionary has cotas límite - boundary dimensions.
The only other context is that these are metal parts that go on a tower structure.

agree  María Eugenia Wachtendorff: Yes, context suggests measurements. The only other meanings I have ever known for "cota" are "elevation," "level," (as in storage level in a reservoir), and "benchmark" (finance).
