I am not sure since the sentence is not very clear but I believe that when one makes a donation to a charity, the charity, in addition to receiving the donation, is able to receive the tax that the person would otherwise have been able to deduct from his taxable income as a result of making the donation. Therefore it is possible that "claimed back" refers to the tax on the donation which the charity can claim back. But It should say that the tax is claimed back and not the rate so I am really not sure about this but that is one explanation.
