English to Arabic Bus/Financial Business/Commerce (general)

CSOs are, for the most part, experienced in the world of foreign financing of local organizations, and know something of the complex reasoning why foreign organization ‘x’ should support local organization ‘y’. What is new terrain for most CSOs when they think of mobilizing a wider range of resources, is working out why a citizen or a business or a government in your own country might support the work of your organization.

Is there something missing in the sentence (is working out why a citizen or a business or a government in your own country might support the work of your organization).

It doesn't make much sense to me that way.
