METIZ is a composed word consistung of first part MET(allicheskiye) and second IZ(deliya) which means "iron" or "iron goods". So that combination "metizno-metallurgicheslii zavod" stands for a plant (works) where they produce both metallic (metallurgic) goods (or simply iron) and produce metall from either iron ore (or ironstone) or from pig-iron (cast iron). In some cases the term "metallurgic goods" is also used to desingate the production of plants of that sort.

Please take into account that in the case under consideration it is not clearly seen what kind of metal they are speaking about (steel, copper, aluminium. etc.).

"Metiz" over the course of time has come to mean "wire products," from which thousands of items are fabricated (rivets, bolt, sifting screens, chains, buckles,nails, etc.)

Metalware and metallurgical works.

The first answer is quite comprehensive from the sense point of view. However, if you are looking for translation, then I would offer "Metallurgical and metalware works". Metallurgy products come first and then metalware made of these products.
