or something like that.

neutral  Margaret Schroeder: It's not that the effective parameters are reduced, but that the number of parameters is, in effect, reduced, i.e. with smoothing, it's as though it were reduced.

  -> I had meant to say "have a more reduced effective number of... Not sure about "effectively reduced", but perhaps you're right.
