I have found many hits in Goggle, byt very few (and not too convincing) translations:
Here's the sentence:
Dire que les mesures 4 et 5 seront maintenues jusqu'à 10 jours après le vote de l'assemblée générale des actionnaires de XXXXXX et en cas de rejet par l'assemblée jusqu'à une décision coulée ***en force de chose jugée*** statuant sur la demande d'annulation de ces transactions.

It's a definitive judgment being rendered as opposed to a provisional one.
coulée = set in stone (iron casted)
passer en force de chose jugée = can no longer be appealed (with force of what is judged = judged status, which cannot be appealed )
The "coulée" is just used for emphasis. But "passer en force de chose jugée" is enough to convey the general idea.

apparently it's a ruling. I do what I do for myself-I look it up and decide on the basis of the (entire) context.
