I think that whatever you choose, you really need to specify the type of project (at least in the beginning of the document). "Project" by itself is definitely too vague in my opinion, and does not reflect what is intended here.
Other suggestions could be landscape redevelopment projects.
Another solution would be to use "pilot" as in 8 pilot coastal projects.
