This seems to be a set or formulaic legal phrase. It appears over the police headquarters seal at the bottom of a document I'm translating pertaining to the police custody of a felon.

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Hi writeaway: I am assuming that the Asker's text is referring to some kind of official document that has to be "stamped" as having been seen before being attached to the doc for ref purposes (as in my ref.)
