This is a from a chart that shows goals for improving the US-Mex border region. I think it means that the rate of people completing a middle-school education should be raised to 80%, but I'm not sure ...

media In your interpretation, you take "educación media" as a phrase.
Another possibility is to assume a missing prepositions: "a una media superior al 80%", which does not alter your rendering much: "to an average above 80%". I can't see why "superiores" is in the plural.
