To me, this text wreaks of redundancies in English. I would render it something like this:
"The Chilean IT company that developed this project, fulfilled their commitment to implement the first online tax facility in Kenya."
I would even be tempted to chop off the "fulfilled their commitment to"
and say:
"successfully implemented the first online tax facility in Kenya."

From "cumplió con el compromiso de entregar", it sounds like the Chilean company was contracted by someone else to develop the functionality, so that entity could be the one that commissioned the project. Hopefully you have enough context to know.
