Hi everyone
This term relates to an IT system used in offender tagging. Here it is used in context:
"Ainsi, le fait qu'une amende soit appliquée pour un non respect d'une disposition particulière n'empêche pas l'application d'une amende supplémentaire pour non respect d'une autre disposition reprise dans un autre type d'amende (p.e. non mise-à-jour et panne bloquante) ou complémentaire pour non respect de plusieurs déclenchements au sein du même type d'amende."

As I read it, the examples given are events that give rise to penalties, not the penalties themselves.

As I read it, the user is subject to being denied access, because of a failure to abide by the rules.
