This is a scene where two ships are attacking each other... The phrase reads: "Poco distante dalla barca c’è la NAVE A, che attacca la NAVE B, a fior d’acqua, anche la NAVE B inizia a sparare.
I don't understand what "a fior d'acqua" means in this contest as I would translate it as "awash" but that doesn't sound right.
