The Global Fund does not want to limit human resource funding, but seeks to ensure that any proposed financing of salaries, compensation, volunteer stipends and top-ups paid is consistent with current HR compensation in the health sector, both in the public and non-public domain including civil society. Distortion or staff diversion because of inconsistent Global Fund compensation is to be avoided. In their proposal, the applicant should explain how compensation issues in the health sector have been analyzed and what steps have been taken to ensure Global Fund financed salaries are consistent with current practices.

I think that distortion in this context refers to distortion in salary rates in the country receiving funds. The Global Fund does want money to paid out that would distort the prevailing wage structure. The wage structure would be distorted (made not normal) if people received higher wages than normal for that sort of work; or (though probably less like) lower than normal wages could also have the same effect.
Staff diversion, in this context, could also occurr if people move to job positions which were receiving higher wages due to to money being received from the Global Fund.
